ADVICE: Unreasonable refusal of consent to sublet

Hi everyone!

I made a post recently about my situation which has improved somewhat but I am facing a new issue. For context, I am trying to sublet multiple rooms in my house in which I am a tenant as 2 of the previous tenants have moved out. I live in NSW.

My landlord has finally approved a couple of applicants who are interested in subletting, but she has only approved them to join the lease. The applicants have received a change of shared tenancy form but I don't believe that is applicable to a sublet. I sent over the Tenants' Union of NSW sharehousing agreement form and asked if that was okay to use or if they had another subletting form in mind, but my property manager said that the house is "not suitable for share housing and has not been approved for sublet". That's in violation of the Tenancy Act, right? That's unreasonably withholding consent?

I'm fully planning to take this to NCAT once I get some advice from a legal caseworker I can access through my university but... what do i do in the meantime??? I need people to move in and if they have been approved to join a lease there's no reason they couldn't sublet instead. Ive reference both the Act and our lease to the PM which has the unreaonably withholding consent clause.

Any advice is very very appreciated. This has been dragging on for weeks and I am at my wits end
