Remote solution for frozen Nordea account?

Hi, my father worked in Sweden from 2017–2021. After he left Sweden, Skatteverket refunded about $1,600 in overpaid tax to his Nordea account. Nordea later froze the account and we lost access. He’s now in a non-EU country, and traveling to Sweden would cost more than the refund itself. Is there any way to transfer this money to a non-EU bank or solve this remotely? Anyone with similar experience?
