Possible citation harvest?

Reviewer asking to cite a recent work (< 1 year) that's been cited 0 times. Seems like the reviewer is trying to plug their work to be cited... I'm wondering if there is a way to confirm with the editor that the reviewer X is the author. It seems odd that the reviewer suggests that the paper particularly when I have cited 10+ other relevant papers published within 3-4 years.
