Can ZeroTier ExitNode well in absence of Tailscale for VPN? Is it reliable?

I want to make a VPN for family in ME to connect to ym netword and bypass limits. Everyone in another post suggested Tailscale. But Tailscale has limited its service in Google Play for that region.

I heard of ZeroTier. Can it do the same job? Is it more difficult or not? And can you trust this service?
