Help Delay Baggage?

Not that I am saying anyone should endorse this, but it was recently brought to my attention the amount of compensation that American offers for even delayed luggage domestically. Theoretically, does anyone have a suggestion or a surefire way to help ensure that a checked bag is delayed to its final destination? Asking for a friend of course.

One thought I had was that I know the domestic baggage policy states you can check up to 45 minutes before your flight. If you went to the self bag tag kiosk and printed and labeled your bags, and then waited until 30 min before. Would the person at the counter take your bags or reject them? Any other ideas?
