How do I (22 F) make him (28 M) regret leaving me? Need advice from the girls who understand relationship better than me

For the first time in my life, I dated this guy. He was indian and was in my country for vacation. We matched on Tinder, and he asked me to meet him. First, I refused, but he insisted, and we met. Then we got close over time. basically we're a couple, and he was lovey-dovey with me. He even posted my picture in his social (close friend in insta) with this long post saying how lucky he was. And when he returned to India, he was often busy with work and had little time. I was like, okay, I understand. We Facetimed sometimes and call each other but not that much cause I used to sleep early and he used to wake up whole night. I don't know what was all of that cause it was my 1st time dating someone and it was going over my head. But I was attached so deeply. And one day we're talking at night, he was asking me to come visit him, when I agreed to come there-he randomly said I can't be in serious relationship?? I was like what because I wasn't able to comprehend what was going? he said it's because of him not becasue of me and he can't do long distance and all.
My question is he was aware that this is going to be LDR from the beginning so why hurt people after telling them you love them? I want to know if I am overreacting or that is normal or what?
