Residency question

I’m confused about in-state tuition at FIT.

If I move to NYC for FIT, live there for 12 months, and establish ties like an NY ID, job, etc., can I qualify for in-state tuition for my second year even if my parents still live in California?

Or does SUNY/FIT automatically consider me out-of-state as long as I’m financially dependent on my parents, regardless of how long I live in NY?
