None Shall Flee quest bug

So I decided to boot up my switch port again after beating woolhaven and went to Midas's cave, but then he came out of a pile of gold and asked for money for a clue, don't remember exactly what he said after I payed him, but he was describing Hagar almost definitely, with the whole axe, large, and even using she/her pronouns, it then gave me a quest called "None Shall Flee" which told me to go to silk cradle to find the last clue (tried everything, you can't). So I looked it up and as of 2021 someone said it was a scrapped side quest (if I had to guess Hagar was supposed to be base game originally and the quest is a remnant of that), so I'm trying to figure out if they added it back as woolhaven hype or if it's a bug.
