The study permit cap in Canada is 2026, which includes 408,000 in total, with 155,000 of those new arrivals- a decrease of 7% of 2025. PAL and TAL restrictions are the new quota thresholds for undergraduate and college students.

Graduates of master's and PhD programs are not subject to this exemption and can be fast-tracked at Designated Learning Institutions in the public sector. Work permits in the postgraduate program are currently frozen.
