Sis-in-law asking if I wanna contribute for brother’s birthday gift

About 7 years ago my brother said he didn’t wanna do birthday gifts with us anymore so we stopped. He also never showed up for my 40th birthday or did anything. Now his 40th birthday is coming up and his wife is asking if we’d like to pitch in for a gift for him. I don’t wanna be petty but also don’t think that’s right.
