Feel like I'm going crazy, not in a good way

This started happened within the last few days, couple days after the season update. Its not all the time, but sometimes when I shoot an hit an enemy my mouse movement seems to "lag". Everything else in the clip you can see keeps moving, my teammate on the left jumps and you see the whole thing along with the enemy crouching and stuff, but I can't seem to pull my mouse down, then it jumps to where I'm assuming my movement would be. I have the graphs in the top right, but nothing seems to happen on them, then again i really don't know what I'm looking at on those tbh.

Verified integrity of files, don't really know what else to do, not super savvy with this type of stuff.
