Any tips how to make the game run better?

It feels like it's not a me problem but a game issue, because generally at some parts of the game, it runs okay at 60fps, but then I get these stutters and huge ass freezes that just makes it completely unplayable. I tried changing up the settings but no luck, also set the game on very low to see if that'd fix it, but it did not.

4070, 16gb ram, i5-13400F, 1440p

When I checked what's being pushed, none of these reach 100% usage. CPU hovers at 80-ish but that's it.
