Change bike licence plate from KA to TN?

Hi, I want to buy a bike from my relative, both of us are living in Hyderabad, but his bike number Plate is from Bengaluru, if I buy it, and change the ownership

What would be the easiest method to do so? Can I even do it without going to Bengaluru RTO?
