UC Berkeley Grad Admission Inquiry

Hi everyone!

I am an international grad applicant. I just received an email from the faculty member and admissions officer of the department I am applying to saying that he was very impressed by my application, offering to connect me with current students to talk about the Berkeley experience, and also saying, I look forward to (hopefully) welcoming you to UC Berkeley!

Is this a standard outreach for everyone on the shortlist, or is this a strong signal that an official offer is coming?
