Snoring partner

I am struggling because I’m currently not sleeping as my partner is snoring so loudly. We live in a tiny apartment and I can hear him even when I sleep on the couch. We both think he has sleep apnea but he refuses to get tested and pay for a cpap machine. I’m going crazy not sleeping. Is it crazy to be considering leaving? He gets annoyed when I wake him to ask him to stop snoring and I’ve tried headphones and ear plugs nut nothing works.
