(FNV) Graphics broke and NPCs are bald

Im not sure what I did to cause this or what caused it but randomly while playing the Long 15 by ToxicWhiteout my game shit itself and now on every save the graphics are drastically terrible, the game stutters and almost every npc no longer has wringles or hair. This also makes my game unplayable, anyone even heard of this glitch or know how to fix it? The only things I see causing this are the LOD Fixes and Improvements mod and Long 15 itself, but removing both does nothing.
