Betta staying at top

Hi guys, i just bought a betta fish for my 4 gallon tank with hanging filter, its a short fin betta. It has been like 5-6 hours since i put him in my tank and he hasnt been actively swimming around, he stays at top or corner staying still and occasionally comes down to explore the decoration. Is he ok?
