How to report a Scammer's Bank Account?

Hello, does everyone know how to report to Union Digibank? I've sent some funds to a scammer but after I've send the money, he is no longer responsive. Is it possible to reimburse the payment? I only have his name and bank account number. He is also not searchable in any social media.
