Dragonpit beneath Red Keep

Why did they build the pit so far away from Red keep and not beneath the Red keep where Targaryen would have had easier access to their dragon or at the very least a small Royal pit only for the monarch and heir

I always thought it was stupid how far the pit was and even more stupid to allow Fleabottom be created between the pit and Red keep
