PC goes into phantom state after any windows update

Windows 11

I’ve been having this problem for about 6 months now where any time I update Windows, it does the first “round” of updates (the screen where it says “Updating your pc, please keep the device on blah blah”) okay, tries to restart and gets into this weird state where there’s no monitor output, my keyboard and mouse don’t work and bluetooth doesn’t work either. The boot beep does happen in the restart and the fans keep running, however without RGB. The way I get past this is by manually turning it off and back on again via the on/off button. Disconnecting it from power does the same as the button. After I do it it goes back to the “Updating your PC“ screen and it repeats until it eventually shuts down or restarts by itself (depending if i choose update and restart or update and shut off).

Will get a video demonstrating with next windows update (if i don’t solve it by then)

System specifications:

Processor: Intel core i5-9600KF @ 3.7 GHz

GPU: GeForce RTX 5060

RAM: 16 GB of DDR4

Motherboard: B365 M AORUS ELITE

System version (at time of posting): Windows 11 Pro version 25H2, OS build number 26200.7628

EDIT: Issue seems to be with restarting, not with updating. Tried to restart to get to BIOS and it did the same thing. Will update BIOS and update
