Registering a trailer

I’m looking at buying a trailer which is currently registered, it’s homemade so it doesn’t have a data plate. I’ve been told some laws have changed around registering trailers, but I haven’t found anything. Am I still able to get this registered? It’s a 7x4 single axle.
