In the anime, it shows both Takano & Okonogi in a command room, yet not giving any orders at all, just watching the JSDF chat over the radio and carry out the plan.

There is also a unique anime episode where Satoko survives, akin to Keiichi in Ep3 & Mion in console arcs. And she arrives at the school 5 seconds later after the massacre, and they "resuce her". If they were mountain dogs they probably would have killed her or captured her.
