Anyone train chocobos in Empyreum

I'm looking to move to an apt complex in Empyreum. I heard people train other WOL's chocobos within their corresponding ward. So, I was wondering, before I move to a random ward in Empyreum. Does anyone train people's chocobos within their residency? I live in Primal Lamia btw~
