Cat yowls if I'm in my office

I work from home mostly. This is going to sound like I don't love my cat but I would take a bullet for him.

I have a 3 bedroom apartment. My cat meows intensely and loudly if I'm on the computer in my office doing work. He does this because he would rather I hang out on the couch with him, or play with him, etc... He only does this when I'm in the office.

Any advice on how to get him to stop?

• He doesn't care for toys. He likes a catnip mouse but that makes him extra crazy.
• I've brought him to the vet twice. Both times they said he's fine.
• A 2nd cat isn't a good idea because he's a bully. He had 2 siblings at one point and he liked playing a game called "violence".
• He likes cat videos for maybe 1 minute.
• I've bought 3 different cat beds for the office, he doesn't care for any of them. Put a used shirt on them too. Doesn't care.
• I've moved my office from room A to B.
• Playing with him before starting my work day didn't help.
• Treats doesn't help, I have to reduce how many treats I give him.
• I've threatened to ship him to Abu Dhabi but he doesn't get the reference.

Do I just have a meowy cat? For context he's a rescue that was abandoned when he was about 4 or 5 years old.
