Validate degree in Argentina/Spain

Hi everyone, Has anyone been able to validate their B.C.S. in Argentina or Spain? If so, what was the procedure? I am asking because neither the Argentine nor Spanish ministries of education are very clear about the steps to follow. I was able to download the syllabus for EACH of the subjects, but UoPeople wouldn't legalize it for me. They only issue letters/notes of recommendation (which are of no use to me).
