Laptop fhrottling and I can't fingure out why or how to stop it

I changed my thermal paste, I have an external cooler, my room temperature isn't even that high, but my laptop hits 96C with moderate load

The main problem I get with this is that I lose basically all performance after my cpu touches 95.2C, with the speed being limited to 1.40mhz and voltage at 10w.

I've tried controlling the temps but nothing really helps

I'm not exactly savvy, so if I missed any important info just ask for it

I used CoreTemps and HWinfo to get all the info back there
