Can't understand Citlali

I can't find specific info on melt Mavuika and citlali. I've read all skill descriptions but the E om citlali isn't behaving how I expect. It should tick periodically while active and drain night soul at a specific amount. The bar next to citlali is her night soul meter. It is NOT empty, but over half filled every time. Yet Itpapa does NOT apply cryo. Why???

So I'm getting no melts, no DPS, no point running this rotation. For reference I'm doing: Bennet E Q, Xilonen E 2N, Citlali E, pause for cryo app, Mavuika Q, pause for cryo app, 3C CF, pause, 3C CF.

The initial Citlali E does apply cryo and I get Mavuika Q melt. The only application after that is pyro.
