Explaining Regroup

Hi! Could you please explain how to Regroup mechanism work?

• Can the 2nd player in a turn call for a regroup and move the group even if the 1st player already did his movement and action?
• How are actions then managed individually?
• Does calling for a regroup count as an action?
• Does each player then move the whole group near?
