Install battery systems without solar?

I'm interested in putting a battery system in my home (SE QLD, Energex) but I do not want to install solar. I currently get 3 hours of free power everyday as I'm on an EV plan but I know that very soon that is going to be open to everyone. Is this permissible? Everything I find online talks about solar & battery systems.
