Game isn’t easy, players are over leveled

I’ve seen a lot of people saying the game is easy and i just cant see it, Im not and expert player that mastered the mechanics but i feel like the difficulty is generally the same as a first time Nioh 2 play-through. But i have notice the benevolent graves in the first region are over leveled. Currently in the battle of Saigagake mission which is recommended for level 50 and a lot of the graves are averaging around level 70. It’s hard to fine tune an rpg difficulty when a lot of the content is available from the jump in a region.
