CHAMPVA not paying for anything?

I have CHAMPVA as my secondary insurance (primary is Anthem). I'm pregnant and have been going to regular prenatal appointments, and so far CHAMPVA has covered nothing.

I'm sitting at about $5k in medical bills after primary insurance for standard prenatal visits, which definitely seem like they should be covered. My doctor's office is billing both insurances.

Everytime I get a CHAMPVA explanation of benefits, it says the amount allowed is $0, and has a code that says I must appeal with my primary insurance. I have tried talking to my primary insurer, but there's no changing what they do and do not pay.

Anyone experienced this before? I'm confused if I'm not doing something right and I can't seem to find a portal or resource to contact for CHAMPVA.

My understanding was CHAMPVA would cover pretty much everything, and not only is it not, but I'm going beyond the stated out of pocket max with all these bills coming due.
