How to dose powder?

I know this question sounds pretty straight forward, but I bought the Total Rekall powder from 7OH Black and it says 1 gram but only 642mg of alkaloids. Does that mean 20 mg of this powder is only 10-12 mg of pure 7OH?

I also want to ask how you take it, sublingually or do you put some in a gelatin capsule?
