New PC Advice

So I’m thinking of getting a PC. I’ve always been a console player and the one thing I’ve always wanted to have is mods. I’m not looking for anything that has top of the range graphics or fancy parts, just something that can run games with mods on them. I’m thinking games like Red Dead Redemption and EAFC.

Do I need to get anything specific or will most pre built PC’s be able to do this? I know absolutely nothing about them but starting to research more. Any help would be great.
