Reached out to 90+ ICPs 4 responded

I am in a very early stage of building an MVP for a SaaS, reached out to 90+ individuals that are ICPs for the SaaS 4 responded 3 confirmed they will be keen to use the product and see a need of it, 1 suggested he is happy with his current set up. The response rate has been slowish 2 weeks for 4 responses againgst 90+ outreach. Thoughts- is this an idea worth investing time in ?
