Newfoundland and C-3

I have read through the FAQs which sound promising but is anyone having issues with Newfoundland and their applications? Many people have relatives who were born in Newfoundland but naturalized in the US before Newfoundland joined Canada. I am not sure how 2015 and C-3 changes affect them.
