If you had to pick one of the best written villain groups, who would it be?

if it were up to me, I would choose the Phantom troop. not only are they one of the most diverse and highly skilled groups in their verse, there's just something so interesting about them. you would think they are just the regular villain group right? no, apparently most of them are childhood friends and they abide by a strict code so that it keeps the group in check. you would also think it would have moments that eventually turn them into the good guys, but no they still end up being a driving force for most of the arcs while still doing heinous acts. I think it's just that they are so multi-layered and it seems like each member is given a bit of care. I don't think there's a single one that isn't interesting in their own rights, and they are all given moments to shine!

was this just supposed to talk about the Phantom truth.... maybe, but I want to hear your opinions since I was thinking about writing an evil group of my own for a story and I want some more inspiration
