New to supabase and I have some questions

Hi! I’m a developer new to the field, building a zero-budget inventory tracker for a government department. I'm using the Supabase Free Tier Since I’m handling internal property records and employee names, I’m concerned about data privacy and compliance: if I use Row-Level Security (RLS), can I be confident that the cloud provider's employees can’t "peek" at the data? Also, since the Free Tier pauses after 7 days of inactivity, has anyone found a reliable way to keep a small internal tool like this "alive" without a budget, and is the 500MB limit enough to sustain 1,000+ rows of text for a couple of years?
