Can’t get in to new Mac

My girlfriend just bought a refurbished Mac from Amazon and it won’t let her log in to her Apple ID. After she puts her email and Apple ID password in, it tells her to put a Mac password in (she doesn’t have one because she just got it). Also, when it asks for a verification code and you put it in, it just loads and never finishes. Is there anyone with an idea on how to fix this?
