Not enough bandwidth for this item for direct play

I can steam multiple 4k streams outside of my network. Once I sent the remote limit to 12mbps I get this error:

Not enough bandwidth for direct play of of this item. Required bandwidth is 34619kbps and only 12000kbps is available.

This is from my 14900k igpu to an apple tv accross the internet.

Zero issues if I set everything to maximum on my server, but I cant be serving up 4k videos all the time.

I can stream without issue on my iphone. At any bitrate. But the apple tv? No.

I have also run my server for close to 8 years and no one ever complained, but now I add this friend with an apple tv and nothing but headaches.
