Property tax - credit card surcharge?

First time homebuyer here - I recently got my first property tax bill for city of Waterloo. I was going to pay it by credit card online but see they charge a surcharge for paying online.

I’m wondering, if I go in person to pay at city hall, is credit still an option and is there still a surcharge to pay by credit card? Or is that surcharge only applicable for online payments? The city’s website doesn’t clarify.
