How to counter Sigma as JQ

I've played maybe 12-15 games as JQ and Sigma is the only tank I've struggled against every game. Granted, all of those games the other team has out healed my team by 200-400%, but it still seems like I can't even try to make a difference.

Getting up close sucks because he'll throw a shield to block healing and the knock out with a rock. Going into the backline doesn't work because he just turns around and has range damage. Can't still mid distance because his shield blocks scattergun.

I don't know if I've just gotten very unlucky with matchmaking or if there's some secret strategy I haven't found.
