Scotland council housing repairs

Wanted to check as struggling to find information online.

We had a council electrician fit a new bathroom light, the next day when we put shower on (pull cord ) it caught on an item and sent an item of bathroom shelve into ceramic sink . Basically the sink has cracked (no water leakage etc just needs ceramic top replaced

We can’t blame electrician as not sure if cord had wrapped around time after this.

However we contracted council and they arranged a clerk of works to come and insect in 4 weeks so we stated we were unhappy at that wait.

They called back and said a plumber was now booked and he would do the job on Friday, we asked for a price as have been told it’s chargeable and they said we won’t get a cost until after the works been done. And then council will bill us, paying not an issue as I have worked and my wife has retired recently. However we said how are we to know if it’s a fair price and basically told they can’t bill us or give a price until after been done as an external plumber contractor .

I said to the person on the phone that he would never let anyone in to his house to do a job and then only get told a cost after , technically the Plumber s coming here with a blank bill which can charged at whatever they want because the job will have been done before we see cost . They send bill to council and council will bill us , I asked what if we are ripped of which was ignored and they instead said if it’s to much for us they can set up a payment plan .

Are we right to be concerned at this approach for a repair ??

I’ve are currently now trying to scramble to get quotes so we can actually see what it should be , but that will be irrelevant once they come and do it as we can’t say no after it’s done .
