Unsure what Referral Email Means

I had an interview 2 weeks ago for a position with HHS. Said I should hear something in 2-4 weeks.

Today I received an email from USA Staffing saying the following:

Eligible for the following position or positions:

GS-1801-12; Subject matter experts have reviewed your resume for evidence of the required qualifications and determined you should move on to the next phase of the process. You may be contacted for one or more interviews to further assess your qualifications.

Ineligible for the following position(s):

Referred for the following position(s):

The following is your referral status for the position or positions to which you applied:

You have been referred to the hiring manager for position GS-1801-12 in Washington, District of Columbia

Referral Status Breakdown:

The following information is essentially informing you to stay patient while your application is being considered, as the process could take several months.

Referral to Selecting Official: Your application has been referred to the selecting official, meaning it has passed the initial screening and is being considered for the position.

Referral Status Duration: Your referral status will last for 240 days. During this time, your application will remain active and under consideration.

I mean I assume I was already referred to the hiring manager if they had the interview 2 weeks ago. Is this just a delayed email regarding that.

Was I referred and then not selected but my profile is being retained since I’m eligible.

Very confusing to me.
