EPS non emerg line not helping?

Question

Basically last night I was at 7/11 and my partner was filling up gas and I was in the car. I hear some yelling and look over and a woman is sitting outside and screaming “fuck you” and “i fucking hate you” and things of the such at her chihuahua right in his face, to which then she pushed it off of her lap onto the concrete and kept screaming at it.

I screamed inside of the car, but didn’t get out to do anything for a multitude of safety reasons. I kept watching her, and she noticed, to which then she picked up the dog and started cuddling it and giving it affection.

I called the non emergency line, and the cop did not care at all. Basically said unless the dog is bleeding or really hurt there’s nothing really they can do, and she told me to call 311 in the morning (this happened around 9:30PM).

I called 311 and she was confused as to why the non-emergency line didn’t do anything as that’s supposed to be your first call. She unfortunately couldn’t help me either as there was no address or license plate to be given. I feel so horribly for this dog. If this is what you’re going to do in public, I can’t imagine what she does in private.

Does anyone have any thoughts? Anything on what can be done now?

Thanks y’all
