PAP successful but visa refused again after reconsideration – can I start another PAP?

Hello,

I started a PAP (Pre-Action Protocol) process and was informed that my previous refusal was withdrawn and my visa would be reconsidered, but I have now received another refusal from the decision-making centre. This time the reasons seem even more unreasonable, as the visa officer acknowledges seeing my official income documents from the tax office and my official invoices, yet states they are not satisfied with the evidence despite these being government-issued financial records. I would like to challenge this decision and am considering starting another PAP process—can a second PAP be initiated after a reconsideration refusal, and has anyone experienced a similar situation?
