Transfer iCloud to Android question

I have a new 512gb Android and want to get all my iPhone Pictures and Videos on my new Phone. I have 200GB in my iCloud but only 128GB of space on my iPhone, so I can't download everything. When I transferred my data two months ago, it didn't transfer anything from the iCloud. Has anyone else dealt with this problem before?
