Hero skins boost problem

A friend of mine just tested a desert prince skin, and instead of boosting all her heroes like it says, it only boosted the queue that has desert prince. Has anyone else tested the skins like that before? Seems like a rip off if it doesn't boost "all" heroes like it says.
