Starting Fresh in College After Leaving Before Completing First Year — Advice?

About 3 years ago I started college but stopped after a year and never finished paying tuition.

I’m thinking of starting fresh at a new school, and I’m fine with losing my old credits.

Just wondering:

•	Could this cause problems with CHED or anything official?

•	Any issues for work or future schooling?

•	Tips for starting over after a few years?
