Do I have the right to change major if I "abandonner" the uni year?

I want to change my major and university ( the uni i wanna change to is in the same wilaya), normally I'll just block the year, unfortunately it's too late to do that now, if I stop going ( abandonner) do I still have the right to change later? It'd be really big help if you provide me with some informations, thank you all
