Question about rotating

So with the direction tires, you are limited to only be able to rotate front to back. Does that really do anything? I mean, my understanding is rotating tires helped with left to right wear (where most turns are right) so how would rotating front to back really help?

Also, why cant the tires be flipped on the rim and re balanced so they can be rotated left to right as well?
